The update may or may not help. It depends how a developer updates their developer's tools.
Btw, did CPU usage went down after you tried to disable time update? Just for checking.

No I didn't try disabling the timer. Do you want me to reinstall 1st or 2nd and see if that helps?

Yes, please, if it's not too much hassle for you.
Btw, you could install the new version into a different folder and keep both versions at the same time on the same PC.
The application does not store any shared files in the Windows folder at all, so it can't conflict with each other.
