I've been successfully using ibidder on ebay for years.
The past 2 snipes I set up did not go through . The reason noted was "Not Permitted To Bid" WTF does this mean. My ibidder account seems to be set up correctly, yet this is happening.

Can someone please help me straighten this out?

You did not provide the item number so I can't check.
I would guess that you did not meet seller's or eBay's restrictions so your bid was blocked.
You would not be able to bid if you placed your bid manually directly on eBay as well.
