I'm not sure what you mean. Yes, you can set the time using the "My time" option.
You posted in the general thread. Are you actually referring to the mobile app?

Yes, but whenever you lower the time, you increase the risk for your snipe to miss due to possible network lags and other things like that.
The default (and recommended) time is 5-6 seconds.

If I understood you correctly, the difference is to make it easier to use compared to the Web interface.
